Cast can be expanded to 40. Little Girl may be played by a boy - change dialogue to fit.  If possible this child should be somewhat smaller than the rest of the cast.  She/he is dressed in ordinary clothing.  She/he may lisp or speak in some other kind of childish voice if this does not keep her from being understood. If necessary, entire scenes may be dropped from this play.  As a matter of fact the "Ladies' Aide" scene wasn't in the play originally, but was added when too many girls showed up for tryouts.
